Overview

Operators of Part A activities require a permit issued by SEPA under the Pollution Prevention and Control (Scotland) Regulations 2012 (PPC) in order to be able to undertake their activities. SEPA, through regulation, will maintain a high-quality environment by setting permit conditions which limit the impacts associated with installations and then by ensuring that operators comply with these conditions. 

Under the Industrial Emissions Directive, we publicly consult on all PPC Part A draft permits or variations to existing permits before they are issued. We publish the draft conditions and decision document (a record of how the decision was made). On this PPC hub, you will find a list of open consultations.

Each consultation will be open for a minimum of 28 days.

Consultations on PPC applications and variations are currently managed under the conditions of the Industrial Emissions Directive. We previously consulted under the Public Participation Directive (PPD).

How we use your feedback

As Scotland’s principal environmental regulator, our purpose is to protect and improve Scotland’s environment in ways that, as far as possible, also contribute to improving health and well-being and achieving sustainable economic growth. This is your opportunity to tell us what you think about our proposals. The feedback we receive helps us to understand what matters most to people and how we can deliver our duties efficiently and effectively.

After the consultation closes, we’ll consider the information we receive before publishing a digest of responses through the We asked, You said, We did section of our consultation website. This will close the consultation process by explaining how we have considered and, where appropriate, acted upon what we heard.

What SEPA regulates

SEPA regulates installations operating under PPC Part A permits. These are generally large industrial activities, potentially involving discharges to land, air and water. These include activities such as, but not limited to:

  • energy production;
  • production of metals, such as steel;
  • chemical production;
  • certain types of waste management.
