Implementing the updated Security Requirements for Radioactive Sources 2024

Overview

We are consulting about our implementation of the recently updated Security Requirements for Radioactive Sources 2024.

We regulate the carrying out of radioactive substance activities under the Environmental Authorisations (Scotland) Regulations 2018 (EASR). We do this under various levels of authorisation, such as permits and registrations, which will contain standard conditions.

Certain standard conditions require operators to manage their radioactive sources securely. The standards which apply to the security of sealed radioactive sources are kept under constant review.

In response to national and international developments, the UK’s National Counter Terrorism Security Office (NaCTSO) has recently updated the 'Security Requirements for Radioactive Sources', which apply throughout the UK. This update requires us to revise one of our standard conditions.

EASR requires us to consult such persons as it considers appropriate, when revising standard conditions. This consultation describes the revised standard conditions and the reasons for the changes we intend to make.

This consultation also outlines an approach we are planning to take in order to implement the changes, so that anyone currently holding a relevant authorisation can see how we will regulate against the updated 'Security Requirements for Radioactive Sources 2024' during a transitional period.

Why your views matter

We have laid out within our Public Participation Statement that we will consult with you as and when we develop or change our standard conditions. This is your opportunity to let us know about any material information that you believe we should consider.

You can respond to this consultation online. If you need any assistance, please contact: rsenquiries@sepa.org.uk.

Responses must be submitted before midnight on 11 July 2024.

How we use your feedback

As Scotland’s principal environmental regulator, our purpose is to protect, improve Scotland’s environment in ways that as far as possible also create health and well-being benefits, and sustainable economic growth.

Our Corporate Plan sets our strategic agenda and our Annual Operating Plan implements our priorities. In delivering these priorities we engage with those who have an interest in and are impacted by our regulations and duties. One way we engage is through consultations. The feedback we receive through our consultations helps us to understand what matters most to those that are interested and affected by our work and helps to shape how we implement our duties. After the consultation closes we’ll take time to consider responses before sharing an update with you through the “we asked, you said, we did” section of our consultation website.

We’ve recently upgraded our consultation platform to include Dialogue and Geo-spatial tool (to support the forthcoming FRM consultation). One of the areas we’ll focus on this year is to create a toolkit for staff so that consultations are being created following best practice from stage 1 in their planning and development, as well as showcasing to staff the possibilities for engagement through this platform.
