Consultation on proposals to update guidance on when a used vehicle becomes waste

We are consolidating the following existing guidance and position statements:

• WST-PS-23: The transport and storage of end-of-life vehicles
• WST-G-036: The distinction between waste vehicles and used vehicles

to make it easier for operators to understand their obligations.

We also propose updating the process of determining whether a vehicle is waste including updating criteria which vehicles are assessed against to understand whether they would be considered waste or not. Where we suspect a vehicle to be waste, the onus is on the operator to evidence otherwise, through assessment against the criteria listed in the guidance.
